Bar Council of India Directs Law Schools to Integrate “Drafting of Legislation” and “Plain Language Drafting” into law curriculum

The Bar Council of India (BCI) issues one notification on Dec. 13, 2025 vide reference number BCI:D: 8917/2025 directing law schools to integrate “Drafting of Legislation” and “Plain Language Drafting” into law curricula under Paper 21 titled Drafting, Pleading and Conveyance under the Rules of Legal Education, 2008
In a significant step towards strengthening practical legal education in India, the Bar Council of India (BCI) has formally written to Vice-Chancellors, Registrars, Deans, Heads of Departments, Principals, and Directors of Centres for Legal Education (CLE) across the country, urging the integration of “Drafting of Legislation” and “Plain Language Drafting” into law curricula within Schedule II of Part II(B) Paper 21 i.e. Drafting, Pleading and Conveyance under the Rules of Legal Education, 2008
The initiative recognizes a long standing gap between academic legal education and real world legal practice.
This reform will be very fruitful for law students across India to Enhance employability of law graduates, prepare students for careers in legislative services, policy making, law reform, Improve the overall quality of laws drafted in India and Bridge the gap between theory and practice.
What Law Schools can do Now
Integrate “Drafting of Legislation” & “Plain Language Drafting” into law curriculum with Paper -21 in Part II(B) is titled “Drafting, Pleading and Conveyance”
The Notification clearly says that for removal of doubts, it is clarified that the total number of papers prescribed in schedule II remains unchanged; No additional paper is being created for renumbered and “Drafting of Legislation” & “Plain Language Drafting” are to be treated as integral competencies with the existing subject matter of Paper 21 i.e. “Drafting, Pleading and Conveyance”
All Law Schools to ensure that these competencies are effectively delivered and assessed from the present or the next i.e. 2026-27 Academic Session.
This move by Bar Council of India (BCI) marks a progressive shift towards practice oriented legal education. Law students, teachers, and institutions are encouraged to take note and proactively adapt their curricula to meet the evolving demands of the legal profession.
