About the Institution
The Central Law College (CLC), Salem, established in 1984, is the first private law college in Tamil Nadu, recognized by the Bar Council of India and affiliated with Tamil Nadu Dr. Ambedkar Law University. With a legacy of over four decades, CLC has nurtured thousands of graduates who now serve across the judiciary and global legal arenas.
Institutional Leadership
- Founder: Prof. R.V. Dhanapalan – Eminent jurist, constitutional practitioner, and educational visionary.
- Chairman: Mr. Saravanan Dhanapalan – Former Co-Chairman, Bar Council of Tamil Nadu & Puducherry; Senate Member, Tamil Nadu Dr. Ambedkar Law University; Executive Council Member, Tamil Nadu National Law University, Trichy.
Conclave Imperative
India’s federal framework is at a critical juncture as the nation marks 76 years of the Constitution. Key issues include:
- Expiration of the Lok Sabha seat freeze and upcoming delimitation.
- GST compensation cess and fiscal rights of States.
- Governor’s discretion over State Assembly bills.
- Language debates and identity under the Eighth Schedule.
This conclave will explore the political, representational, fiscal, and cultural dimensions shaping India’s federal future.

- The Constitutional Tug-of-War: Safeguarding State Sovereignty in the Modern Era.
- The Changing Electoral Map: Delimitation Realities and Political Party Hopping.
- The Price of Federalism: Balancing State Revenues, GST Reforms, and Ecological Federalism.
- The Linguistic Issues: Reclaiming Education from the Concurrent List.
Participation
Open to UG/PG students, research scholars, academicians, legal professionals, and those interested in Constitutional Law, Polity, Governance, Sociology, and Economics.
Submission Guidelines
- Abstract: ≤ 300 words, due by 21st August 2026.
- Full Paper: ≤ 3000 words, due by 4th October 2026.
- Reference Style: Bluebook (21st ed.) or APA.
- Plagiarism/AI Content: Must be < 10%.
- Publication Fee: ₹750 (soft copy), ₹1000 (hard copy).
