Since its inception, it has hosted major events like the Asian Criminology Conference, International Conferences on Crime & Technology, and its flagship Legislative Drafting Competition. The Centre fosters exchange of ideas via its discourse series, newsletter, and blog, and has welcomed distinguished judges of the Supreme Court and Gujarat High Court, as well as leading senior advocates, for lectures and webinars.

About Legislative Drafting Competition:

The GNLU Centre for Research in Criminal Justice Sciences (GCRCJS) is hosting the fourth edition of its Legislative Drafting Competition, offering law students a unique chance to master the art of drafting. The competition guides participants through the entire process—from identifying issues to balancing idealism with pragmatism—while sharpening their analytical, interpretative, and problem‑solving skills. Open to students from all law schools, it encourages fresh ideas and solutions to contemporary legal challenges, fostering both learning and exchange of perspectives.

Theme:

The Whistleblower and Witness Protection Act, 2025

The proposed Whistleblower and Witness Protection Act, 2025 seeks to safeguard two pillars of justice—whistleblowers who expose corruption and witnesses who uphold fair trials—by addressing the grave risks of intimidation, retaliation, and violence they face. Existing measures like the Whistle Blowers Protection Act, 2014 and the Witness Protection Scheme, 2018 have proven inadequate due to weak enforcement, lack of statutory force, and insufficient funding, leaving individuals vulnerable and discouraging truth‑telling. Drawing on Supreme Court directives and Law Commission recommendations, the Act would establish a unified, enforceable framework for confidential reporting, secure investigation, and robust protection mechanisms, ensuring accountability, transparency, and public trust in India’s democratic institutions.

  • Submission Format: Both .doc/.docx and .pdf
  • File Naming: SUBMISSION FOR LEGISLATIVE DRAFTING COMPETITION (FirstName_LastName)
  • Submission Method: Through the provided Google Form
  • Identification Marks: Not allowed in the draft document
  • Similarity Rule: Drafts with 80% or more similarity will be disqualified
  • AI Usage: Must not exceed 20% of the submission
  • Plagiarism Limit: Must not exceed 15%
  • Deadline: Late submissions will not be accepted
  • Organiser’s Rights: All submitted drafts will remain with the organiser after the competition

Eligibility & Team Composition:

The competition is open to all students pursuing undergraduate or postgraduate studies from a recognised Law College/University. The participant can submit individually or in a team of not more than 2 members.

30th November 2025

Prizes:

  • Each participant will receive a Certificate of Participation, and the top ten drafts will receive a Certificate of Merit.
  • WINNER: 9,000 INR
  • 1ST RUNNER UP: 7,000 INR
  • 2ND RUNNER UP: 5,000 INR

Miscellaneous Provisions – Residual or supplementary matters

Long Title – Full descriptive name of the legislation

Preamble – Purpose and guiding principles

Enacting Clause – Formal declaration of enactment

Short Title – Commonly used name of the Act

Extent and Commencement Clause – Territorial scope and date of enforcement

Definitions – Key terms explained

Operative Section – Core provisions and substantive rules

Procedural Provisions – Steps, processes, and mechanisms for implementation

Exceptions and Exemptions Clause – Specific exclusions or carve‑outs

Offenses – Acts prohibited under the legislation

Penalties – Consequences for violations

Delegated Legislation – Authority to frame rules/regulations under the Act

Repealing and Saving Clause (if any) – Repeal of prior laws and preservation of rights
