About the Organizers:

The Faculty of Law, University of Delhi, established in 1924, has long been recognized for its excellence in legal scholarship and contribution to nation‑building. In its centenary year, the Faculty launched the 5‑Year Integrated Law Course (ILC), offering B.A. LL.B. (Hons.) and B.B.A. LL.B. (Hons.) programmes. Within three years, ILC students have excelled in national and international moots, ADR competitions, and secured internships with leading law firms.

This seminar is organized in collaboration with the Indian Council of Social Science Research (ICSSR), the apex body under the Ministry of Education, Government of India, dedicated to advancing social science research and policy dialogue.

About the Seminar:

Since its inception in 2017, the Goods and Services Tax (GST) has been hailed as a transformative reform in India’s indirect tax regime. Over nine years, legislative amendments, judicial pronouncements, and administrative measures have shaped GST into a more transparent and accountable system.

Despite progress, compliance challenges remain—particularly in areas such as data reconciliation, e‑invoicing, and digital processes. The government’s GST 2.0 reforms aim to simplify compliance, rationalize tax rates, streamline valuation rules, and fast‑track refunds, aligning with the vision of Viksit Bharat@2047.

Against this backdrop, the seminar seeks to:

  • Review the evolution of GST since 2017.
  • Analyse constitutional, statutory, and judicial developments.
  • Examine the functioning of the GST Council and its impact on fiscal federalism.
  • Deliberate on compliance, adjudication, and enforcement challenges.
  • Study the features of GST 2.0 reforms.
  • Foster dialogue among judiciary, practitioners, administrators, and academia.

The seminar invites papers on:

  1. Constitutional and jurisprudential foundations of GST
  2. Legislative framework and interpretation
  3. Procedure and compliance under GST
  4. Enforcement, penalties, and litigation
  5. Adjudicatory and institutional mechanisms
  6. Capacity building, legal awareness, and research
  7. Reform, rationalisation, and the future of GST
  8. GST for Viksit Bharat@2047

Expected Outcomes:

  • A comprehensive seminar report reviewing reforms, policy developments, and procedural changes since 2017.
  • Policy recommendations and scholarly insights emerging from deliberations.
  • Strengthened collaboration among judiciary, bar, tax professionals, academicians, and researchers.

Submission Guidelines:

  • Extended Abstract: 800–1000 words (Bluebook 21st Edition citation style).
  • Deadline: July 15, 2026.
  • Full Paper: 6000–8000 words, due August 30, 2026.
  • Co‑authorship: Up to three authors permitted.
  • Selected papers will be considered for publication.
