The Center for Ethics and the Rule of Law (CERL) at the University of Pennsylvania invites applications for its prestigious nine-week summer internship program. Designed for law, graduate, and undergraduate students with an interest in national security, the program equips participants with a strong foundation in ethics and the rule of law, ensuring that future leadership and decision-making remain firmly rooted in democratic values.
Interns contribute to CERL’s mission through research, writing, and conference planning, while engaging directly with national security experts on pressing issues facing the United States today. Alumni of the program have gone on to serve in distinguished positions across government agencies, including the Department of Justice, Navy Judge Advocate General (JAG) Corps, and the U.S. Space Force.
CERL is a non-partisan institute committed to preserving and promoting ethics and the rule of law in national security, democratic governance, conflict, and war. Drawing from law, philosophy, and ethics, CERL brings together scholars, policymakers, and practitioners to address critical challenges through interdisciplinary dialogue. Its work safeguards U.S. democracy by providing guidance when the rule of law is threatened or undermined.
