  • Asymmetries in Public Policy: Institutional Design and the Impact of Localism
  • Dr. B. R. Ambedkar National Law University, Rajiv Gandhi Education City, Rai, Sonepat, Haryana, India
  • 15 – 16 July, 2026
  • Jointly organized by Dr. B. R. Ambedkar National Law University (DBRANLU), India and Public Finance Research Cluster, Andrew Young School of Policy Studies, Georgia State University, USA

Introduction

Decentralization has reshaped governance worldwide, devolving policy competencies from national to subnational levels. While it promises efficiency, inclusivity, and sustainability, challenges arise when uniform policies meet diverse cultural and traditional practices.

This conference explores asymmetric decentralization—a model that accommodates local customs and varying degrees of autonomy. With the Sustainable Development Goals (SDGs) emphasizing policy localization, the event seeks comparative perspectives on decentralization, federalism, and institutional asymmetries across democracies.

The aim is to foster dialogue among scholars, policymakers, and practitioners, producing actionable insights and contributing to the global development agenda and Viksit Bharat vision.

Sub‑Themes

  • Fiscal Federalism and Administrative Asymmetries
  • Fiscal Governance and Intergovernmental Finance
  • Empowering Localities and Human Development
  • Gender, Social Institutions, and Inclusive Development
  • Localized Environmental Governance and Sustainability
  • Artificial Intelligence, Labour Regulation, and Governance Challenges
  • Legal Pluralism, Participation, and Democratic Governance
  • Courts, Constitutional Design, and Multi‑level Governance

Objectives

  • Analyze institutional design and local governance impacts on public policy outcomes.
  • Promote interdisciplinary dialogue on fiscal, legal, social, and administrative asymmetries.
  • Support comparative, policy‑oriented research on decentralization and democratic governance.
  • Establish a forum for exchange among academics, researchers, policymakers, and practitioners.
