National Seminar | Affordable Housing: SDG 11 | NLU Delhi | 20-21 February 2027 | Submit Abstract by 30 November 2026
About the Organisers
The Centre for Law and Urban Development (CLUD) at National Law University Delhi is a multidisciplinary platform for research, policy engagement and capacity building in urban development, real estate, infrastructure and construction law. NLU Delhi has been recognised by the Ministry of Housing and Urban Affairs, Government of India, as a Regional Centre for research on real estate laws, RERA judgments and affordable housing policies. The first three editions of this seminar were well received, and CLUD now invites participation in the fourth.
About the Seminar
Affordable housing is fundamental to building an inclusive society in twenty-first-century India. Rapid urbanisation and rising housing costs have made access to affordable housing a pressing policy priority, closely linked to Sustainable Development Goal 11, which seeks inclusive, safe, resilient and sustainable urban development. Government initiatives such as the Pradhan Mantri Awas Yojana (PMAY) and the vision of Housing for All reflect sustained efforts in this direction, yet challenges relating to land, financing, regulation and dispute resolution continue to impede effective implementation. The seminar examines the legal, policy and institutional frameworks governing affordable housing in India and situates them within the wider goal of building sustainable cities and communities. It will explore how legal and regulatory reforms, housing finance, urban planning, land governance and infrastructure can support inclusive urban growth, and the role of technology, artificial intelligence and innovation in shaping the future of affordable housing. It will also engage with climate resilience, disaster-responsive planning, gender equity, housing rights, governance, social justice, and public transport and urban accessibility.
By bringing together academicians, researchers, practitioners, policymakers and industry stakeholders, the seminar aims to foster interdisciplinary dialogue, encourage innovative research, and generate policy recommendations in line with India’s commitment to the 2030 Agenda.
