One-Day Seminar on Biological Weapons Convention: Beyond 50 Years

The Indian Society of International Law (ISIL) is organizing a one-day seminar on the Biological Weapons Convention (BWC) — marking over 50 years since its adoption. The BWC, enacted in 1975, was the first multilateral treaty to ban an entire category of weapons of mass destruction. It prohibits the development, production, and acquisition of biological weapons while promoting peaceful biological research and international cooperation in the life sciences.

About the Seminar:

The seminar will critically explore:

• Historical accounts of bioweapons and state approaches (Russia, USA, UK, Germany)
• The 1925 Geneva Protocol, BTWC negotiations, and analysis of provisions
• Review Conferences and their outcomes
• Biotechnology, synthetic biology, genetic engineering, AI, and dual-use innovations
• COVID-19 and debates on bioterrorism and non-state actors
• Threats of bioweapons in outer space
• Strengthening the BWC: verification, codes of conduct, and new protocols
• State responsibility in protecting bio-organisms

Call for Abstracts & Papers:

• Abstracts: Max. 300 words with 5 keywords, due 20 March 2026
• Acceptance Notification: 27 March 2026
• Full Papers: 6000–7500 words, due 15 May 2026
• Authors: Maximum 2 per paper
• Citation Style: ISIL Citation Guidelines. Refer PDF attached at the end of post.
• Submission Email: isilevents2026@gmail.com (Subject: Author Name + Paper Title, MS Word format)

Selected papers will be considered for publication in ISIL’s forthcoming edited volume, subject to peer review.
