About the Judicial Fellowship Programme:

The ICJ Judicial Fellowship Programme offers recent law graduates and academicians a unique opportunity to gain practical experience in public international law. Fellows work directly with ICJ judges, assisting in legal research, drafting, and case analysis. This immersive 10‑month programme provides unparalleled exposure to the judicial processes of the UN’s principal judicial organ.

Key Highlights:

• Established: 1999 (formerly the University Traineeship Programme)
• Objective: To provide practical training in international law and judicial processes
• Host Institution: International Court of Justice, The Hague, Netherlands
• Duration: Approximately 10 months (September – June)

Nature of Work:

Judicial Fellows assist ICJ judges with:

• Conducting legal research on international law issues
• Drafting memoranda on cases before the Court
• Reviewing pleadings and evidence submitted by States
• Undertaking comparative analysis of jurisprudence from international and national courts

This experience allows fellows to gain first‑hand insight into the functioning of the ICJ and the broader mechanisms of international dispute resolution.

Eligibility Criteria:

• Candidates should generally be 31 years old or younger at the start of the fellowship (exceptions may apply in special circumstances).
• Strong academic performance in legal studies, with demonstrated interest in public international law through coursework, publications, or professional experience.
• Excellent command of English or French (the two official languages of the Court); working knowledge of the other language is considered an asset.
• Applications must be submitted by universities, not individuals. Each university may nominate up to two candidates.

Role of Universities:

Universities play a central role in the nomination process. They are responsible for:

• Nominating candidates and submitting applications on their behalf
• Providing financial support for fellows’ living expenses in The Hague
• Encouraging diverse participation by nominating candidates from varied national backgrounds
