About the Program:

The Permanent Court of Arbitration (PCA) Fellowship Program offers recent law graduates and young legal professionals a one-year opportunity to work at an intergovernmental organization and international arbitration institution. Fellows gain practical and legal experience in the operations of the PCA’s International Bureau and hold the title of Assistant Legal Counsel during the fellowship.

Qualifications:

Applicants must meet the following criteria:

  • Hold a law degree qualifying them to apply for bar admission in their home jurisdiction
  • Fluency in English or French (mandatory)
  • Additional language skills (Arabic, Chinese, Russian, Spanish) are highly valued
  • Specialization in international dispute resolution or public international law is an asset
  • Advanced law degree holders, practicing lawyers, and other legal professionals are welcome to apply

Fellowship Duration & Dates:

  • Length: 12 months
  • Start: Either September or January
  • Application Deadlines:
    • 1 December → For September intake of the following year
    • 30 April → For January intake

Application Process:

Applicants must send an email to fellowships-stageslongduree@pca-cpa.org with the desired start date in the subject line. Attach a single PDF containing:

  • Cover letter (explaining expected benefits, contributions to PCA, and areas of interest)
  • Curriculum Vitae (CV)
  • Letter of recommendation (professor or senior professional)
  • Academic transcripts (scans/photos acceptable)
  • Proof of proficiency in English or French (for non-native speakers)

Language Proficiency Requirements:

English:

  • IELTS: Score of 7 or above
  • TOEFL: 600+ (paper-based), 250+ (computer-based), 100+ (internet-based)

French:

  • TFI: Score above 850
  • Alliance Française: Certificate in Business French B2.4

Admissions:

  • Highly selective with limited places each year
  • Successful applicants notified three months in advance
  • Fellows must secure external funding (e.g., university fellowship or equivalent)

Additional Information:

  • PCA may request further clarification during the application process
  • Visa support documentation provided if required
  • Fellows are not PCA staff members but actively participate in PCA activities as part of the International Bureau
