Introduction:

Dr. B. R. Ambedkar National Law University (DBRANLU), Sonepat, announces its First International Conference on Public Policy and Public Law, to be held on 15–16 July 2026. The conference is organized in collaboration with the Public Finance Research Cluster, Andrew Young School of Policy Studies, Georgia State University, USA. This academic initiative seeks to foster interdisciplinary dialogue on pressing issues of governance, decentralization, and institutional design, while providing a platform for scholars, practitioners, and students to engage in meaningful exchange of ideas.

Conference Theme:

The central theme of the conference is “Asymmetries in Public Policy: Institutional Design and the Impact of Localism.” The theme underscores the growing importance of local governance structures, fiscal federalism, and institutional asymmetries in shaping public policy outcomes. It invites critical reflection on how localized governance can empower communities, address developmental challenges, and strengthen democratic participation.

Sub-Themes:

The conference encourages submissions across a wide spectrum of sub-themes, including but not limited to:

  • Fiscal federalism and administrative asymmetries in governance.
  • Intergovernmental finance at national and subnational levels.
  • Empowering localities for human development and inclusive growth.
  • Gender, social institutions, and pathways to equitable development.
  • Localized environmental governance and sustainability frameworks.
  • Artificial intelligence, labour regulation, and emerging governance challenges.
  • Legal pluralism, democratic participation, and institutional accountability.
  • Courts, constitutional design, and multi-level governance.

These sub-themes are indicative and not exhaustive, thereby allowing contributors to explore diverse dimensions of public policy and public law.

Eligibility and Participation:

The conference is open to academicians, policy practitioners, researchers, Ph.D. scholars, postgraduate students, and professionals engaged in the fields of law, governance, and public policy. It aims to create a vibrant intellectual space where early-career scholars and seasoned experts can interact, deliberate, and contribute to the evolving discourse on governance and institutional design.

Submission Guidelines:

Participants are invited to submit abstracts not exceeding 300 words, accompanied by 4–5 keywords and a brief bio-note of the author(s). Abstracts must be submitted to conference2026@dbranlu.ac.in by 30 June 2026. Submissions should be original, unpublished, and aligned with the conference theme or sub-themes. Selected papers will be presented during the conference in hybrid mode, ensuring both international and domestic participation.

Significance of the Conference:

This international conference represents a significant academic collaboration between DBRANLU and Georgia State University. It seeks to bridge theoretical insights with practical policy concerns, thereby enriching the discourse on federalism, local governance, and institutional asymmetries. By addressing contemporary challenges such as environmental sustainability, gender equity, and technological regulation, the conference aspires to contribute to the development of inclusive and resilient governance frameworks.

The First International Conference on Public Policy and Public Law at DBRANLU is poised to become a landmark event in the academic calendar, offering a global platform for interdisciplinary engagement. Scholars and practitioners are encouraged to participate actively and contribute to shaping the future of governance and public law in an era of increasing localism and institutional diversity.
