Govind Ramnath Kare College of Law, the only Centre for Legal Studies in South Goa, was established in the year 1979 when acute need was felt to enable aspirants from South Goa to pursue legal education. Initially the institution was affiliated to the Bombay University until the birth of the Goa University, to which it is affiliated today. It is recognized by the University Grants Commission (UGC) under Secs. 2(f) and 12(b) and the Bar Council of India for imparting professional education in law and is today accredited by NAAC with a B Grade (CGPA 2.63 on a 4.0 point scale). Looking back at its glory, the institution boasts of its alumni being gold medalists at the University examinations, well-placed corporate employees, high ranking officials in the bureaucracy and several judicial officers including the only two women Judges of Bombay High Court, hailing from the State of Goa.
The institution has state-of-the-art infrastructure and is located in a scenic environment, away from the hustle and bustle of the city, thereby providing a conducive environment for learning. It offers two under graduate programmes, viz. 5 year B.A.LL.B. and 3 year LL.B. programme as well as a 2 year LL.M. programme. The Ph.D. programme will be offered in the coming academic year with the commencement of the Research Centre.
Crime and Criminal Justice are vast and fascinating issues that highlight the complexity of defining and solving social problems. Crime and society are very closely inter-linked. One important aspect of criminal law is victimisation of vulnerable groups, particularly through the use of cyber space and the other important aspect is irregularities in criminal justice administration.
Therefore it is of imperative concern of academicians, research scholars, law makers and law enforcing mechanisms in particular and of the members of society in general to understand these issues of criminal law and contribute in amelioration of all related concerns.
The present seminar shall focus on such aspects of criminal law and help in providing a research based platform for brain storming and providing ways and means for amelioration.

Papers are invited for presentation in the seminar in any of the following sub themes:
Vulnerability and victimization in criminal law
Revisiting Criminal Laws due to challenges from new forms of victimization in cyber space
Deficiencies, irregularities and extraneous considerations in criminal justice administration
Abstracts not exceeding 300 words are required to be forwarded for consideration on or before 4th June 2016 to sabadasilva@gmail.com. All abstracts shall be placed before a Committee constituted for the purpose and if accepted, the author(s) shall be informed on or before 7th June 2016.
Full papers in accordance with the guidelines prescribed for article writing, shall be accepted if they are received on or before 16th June 2016. These articles, after peer review, shall be embodied in the special issue on Criminal Law of Kare Law Journal with ISSN Number, an annual publication of the institution.
There shall be an award for the best article submitted at the seminar which shall be judged by Editorial Board of Kare Law Journal.
Acceptance of abstracts, peer review and award of best article submitted shall be carried out without revealing the name(s) or institution of the author(s) and all such decisions shall be treated as final and binding.
The seminar is divided into three sessions in accordance with the themes above referred. Each session shall have a keynote speaker and a chair. The time line for the seminar is as under:
